Introduction: In order to meet the economic needs and also to create new businesses, one should use entrepreneurial capacities.
Purpose: The purpose of the present study was to develop and validate a questionnaire of cognitive-social and cultural components related to entrepreneurial capacity.
Method: The statistical population in the qualitative section included professors and experts in the field at the beginning, and finally the interviews were elites and experts in the field of entrepreneurship and sports entrepreneurship. The sample size in this research was equal to 17 people based on the theoretical saturation index, they were experts in the field of exercise and physical education, as well as clients of health and sports centers. Based on this, 370 people were selected as samples. The measurement tool was an open interview and was analyzed based on three stages of open, central and selective coding. and analyzed with Maxqda software. In the quantitative part, the research tool included a questionnaire extracted from the codes of the qualitative part, which was analyzed with Smart PLS software
Findings: Based on data analysis, 63 primary concepts, 14 main categories were identified. The identified components include attracting financial resources, cognitive and legal infrastructure, creating demand for sports, specialized teams in entrepreneurship, education, institutionalizing the culture of sustainable development, improving environmental factors, using entrepreneurial capacities, promoting and promoting entrepreneurship for Creating entrepreneurial capacity was economic factors, social factors, cultural, political-cognitive and structural factors.
Conclusion: Based on the results of the present study, social, cognitive and cultural factors lead to the successful modeling of entrepreneurship in the society and facilitate the processes of starting a business.
