Background and Aim: Employee turnover constitutes a critical and multifaceted challenge in public sector organizations, with significant implications for workforce stability, organizational productivity, employee psychological well-being, and the quality of public service delivery. This phenomenon arises not solely from individual or organizational factors, but from the interaction of institutional, regulatory, and managerial structures within the public sector, alongside employees' lived experiences. This study aimed to identify and synthesize the antecedents and consequences of human resource turnover in Iranian public organizations through a scoping review and qualitative meta-synthesis.
Materials and Methods: In accordance with the PRISMA 2020 guidelines, this study systematically reviewed qualitative and mixed-methods research published between 2015 and 2025. Relevant studies were retrieved from international and Persian-language databases. Following a structured screening and quality appraisal process, data were extracted and analyzed using thematic analysis and qualitative meta-synthesis.
Results: The results indicate that the antecedents of employee turnover can be classified into five main dimensions, namely structural and institutional factors; human resource management policies and practices; leadership style and organizational culture; job-related and workplace conditions; as well as individual and psychological factors. The consequences of turnover were observed at both individual and organizational levels, particularly affecting job satisfaction, organizational commitment, motivation, productivity, and the quality of public services.
Conclusion: Effective management of human resource turnover requires a strategic, transparent, and competency-based approach. Such an approach can enhance employee psychological well-being, promote organizational sustainability, and improve overall productivity in public sector organizations.
